A can of crushed tomatoes. Ten cups of shredded green cabbage. That’s a lot. Seriously. Comes down to almost nothing once it cooks. Vegetable broth. One cup. Chicken broth works. Water doesn’t. Heat the oven to 350 degrees first. Let it sit while you prep.

Skillet over medium heat. Ground turkey goes in. Don’t touch it for two minutes. Then break it up. Carrots and garlic go in once the turkey starts turning brown. Stir it. Wait for the garlic to smell done—that’s maybe another three minutes. Don’t let it burn.

Smoked paprika, onion powder, salt. Stir that in. It coats everything. Rinse your quinoa quick and add it dry to the pan. Stir until it barely coats. This is important. The dry quinoa picks up the spice better. Then the crushed tomatoes. Whole can. Stir it around. Let it bubble for maybe two minutes. That’s done.

Spray a baking dish with cooking spray. Big one. 33 by 25 centimeters. Get the corners.

Cover it tight with foil. This matters. Steam needs to stay in there or the cabbage takes forever.

Into the oven for an hour and fifty minutes. Set a timer. Don’t check it.

After that, pull the foil off. Let it go uncovered for thirty more minutes. This is when the top layer of cabbage starts to brown a little and the whole thing tightens up. The liquid cooks down. You’ll see the edges start to look a bit crispy.

It’s done when a fork goes through the cabbage like it’s not even there and the meat layer isn’t soupy anymore but it’s not dry either. Somewhere in the middle. Usually that thirty minutes uncovered gets you there.

Let it sit five minutes before serving. Not because it needs to rest. Because you’ll burn your mouth otherwise.

Cabbage Hamburger Casserole Tips and What Goes Wrong

The cabbage being shredded matters. Chunky pieces won’t cook through in time. Actually shred it. If your casserole is watery after those two hours—and mine has been—you either didn’t cover the foil tight enough or your oven runs cool. Either way, that last thirty minutes uncovered fixes it. Leave it longer if you need to. Don’t use ground beef and expect the same thing. It’ll work. Tastes richer. More meat flavor, less turkey lightness. Not better or worse. Different. Quinoa gets kind of chewy when it’s been in there that long. That’s normal. If you hate it, swap brown rice. Same amount. Cook it separately first—don’t raw cook it in the pan. Layering flat matters more than you’d think. Meat touching meat, cabbage touching cabbage. That’s how heat moves through it. Just layer. The second time I made this I forgot the smoked paprika and it tasted like sad hospital food. Just don’t do that.

Ingredients
  • For the meat layer
  • 800g ground turkey
  • 2 large carrots, diced
  • 3 cloves garlic, minced
  • 15ml (1 tbsp) smoked paprika
  • 10ml (2 tsp) onion powder
  • 5ml (1 tsp) sea salt
  • 150ml (2/3 cup) quinoa, rinsed
  • 1 can (796 ml) crushed tomatoes
  • For the cabbage layer
  • 2.5 liters (10 cups) green cabbage, shredded
  • 250ml (1 cup) vegetable broth
  • Black pepper to taste
Method
  1. Prepare the beef
  2. 1 Preheat oven to 175°C (350°F).
  3. 2 In a skillet, brown ground turkey with garlic and carrots over medium heat.
  4. 3 Add spices, salt, and quinoa. Stir well. Mix in crushed tomatoes.
  5. Assemble the layers
  6. 4 Spray a large baking dish (around 33 x 25 cm) with cooking spray.
  7. 5 Layer half the meat mixture in the dish. Top with one-third of the shredded cabbage.
  8. 6 Spread half the remaining meat, then another third of cabbage.

Frequently Asked Questions About Cabbage and Hamburger Casserole

Can you use ground beef instead of turkey? Yeah. Use it. It’ll be richer, greasier maybe—depends on the fat content. Drain it if there’s a pool of grease after browning. Turkey doesn’t usually do that.

Can you make this recipe ahead? Assemble it the night before. Don’t bake it. Cover it tight and stick it in the fridge. Add maybe 15 minutes to the cooking time because it’ll be cold. Probably works fine either way.

What if you don’t have vegetable broth? Chicken broth. Beef broth. Water works if that’s all you have, but the casserole’s flatter. Not worth it if you can grab broth. Takes two minutes.

Can you substitute the quinoa? Brown rice. White rice. Even just skip it if you don’t have any. The cabbage holds enough liquid on its own. Casserole comes out softer without the grain but still edible. Haven’t tried couscous. Probably not great.

How long does this keep? Four days in the fridge easy. The flavors actually get better on day two. Freezes okay. Thaw it first before reheating or it takes forever. Microwave’s fine. Tastes better reheated in a 350-degree oven for fifteen minutes but nobody’s got time for that on a Tuesday.

Why does the top layer of cabbage sometimes brown? The uncovered thirty minutes. That’s when it happens. Heat from above. If yours stays pale white, you can let it go a bit longer. If it’s dark brown and crispy, you went too long. It should be somewhere tan with bits of darker edges.
